HLC is committed to providing a safe and healthy working environment. Drawing on the core principles of the ISO 45001 Occupational Health and Safety Management System, the Company engaged external consultants to review its procedures and reassessed its existing processes in 2025. A total of six external audits were conducted at representative facilities to identify opportunities for improvement. The 2025 assessments identified 73 opportunities for further improvement across four categories: chemical management, electrical equipment, self-inspections, and workplace organization. Through reviews conducted from the professional perspective of external consultants, the Company continues to strengthen its safety management practices and operating procedures. It also regularly reviews workplace safety conditions at each location, using the results as an important basis for continuous improvement and progressively fostering a stronger safety culture throughout the organization. The scope of management covers the entire Company and applies to 924 employees and 13 non-employee workers, accounting for 99% and 1% of the covered workforce, respectively. Through a comprehensive safety management mechanism, the Company ensures that all categories of workers can work in a safe and well-protected environment.
Occupational Health and Safety Governance HLC has an Occupational Health and Safety Committee, chaired by the President. It comprises ten members, including department heads and 5 labor representatives. The committee convenes quarterly, with four meetings held in 2025. The committee is responsible for reviewing, coordinating, and making suggestions about the progress of various occupational health and safety initiatives, and overseeing overall implementation effectiveness. All the Company’s employees can provide feedback and suggestions through the occupational health and safety email, hotline, labor representatives, or in person visits. Dedicated occupational safety and health personnel serve as the point of contact for handling relevant matters, which may be referred to the Committee for discussion and resolution when necessary. In terms of operational safety management, the Company’s “Safety Operating Rules“ clearly state that when there is an immediate danger in the workplace, operations must be immediately stopped, and all workers, including contractors and other construction personnel, should evacuate to a safe location to protect lives and implement the safety management principle of prevention first. Risk Control for a Safe Workplace HLC conducts business hazard identification and risk assessment every two years and manages risks based on their severity levels. High-risk items require immediate countermeasures based on the principles of “elimination, substitution, engineering controls, administrative controls, and personal protective equipment (PPE) “ to identify the most appropriate solutions. We establish management and improvement measures for potentially risky operational processes to enhance overall operational safety. Furthermore, the Company emphasizes potential risks arising from various business activities. Through the formulation of relevant machinery regulations, standard operating procedures, and the implementation of work environment monitoring measures, we actively prevent and reduce the impact on personnel health and safety. In 2025, the Company had no fatalities resulting from occupational diseases and no major occupational disease cases. Going forward, the Company will continue to strengthen hazard prevention measures, health management, and employee education and training to reduce occupational disease risks and safeguard workers’ health and safety. Each operational location has trained and qualified occupational health and safety personnel responsible for environmental inspections, hazard identification, and promoting health and safety management. Through all employees’ participation, we implement the management philosophy of continuous improvement. To safeguard employees’ life and health, HLC’s safety and health regulations clearly stipulate the principle of workers’ right to refuse unsafe work. This promotes a safety culture of “zero punishment, emphasizing reporting”. The results of the 2025 operational hazard identification and risk assessment showed that “no medium- or high-risk work processes” were identified, demonstrating the preventive effectiveness of the Company’s safety management system in safeguarding employees’ health and maintaining a safe working environment. Comprehensive Health Promotion Upholding the philosophy that “health is a priceless investment,” HLC continuously promotes employees’ physical and mental well-being and workplace welfare. We have built a health management system that exceeds legal requirements and encompasses diverse measures, such as health check-ups, health promotion activities, work-life balance courses, vaccinations, on-site care, and health surveys. We are committed to creating a more engaging and vibrant workplace for all our colleagues. Sports Enterprise HLC obtained the “Health Activation Badge” from the Health Promotion Administration in 2023 and the “Healthy Workplace Promotion Badge” in 2024. HLC continued to promote a culture of exercise and obtained the “iSports Enterprise Certificate” issued by the Sports for All Agency, Sports Administration, Ministry of Education, in 2025. This recognition reflects the institutionalized results of the Company’s longterm commitment to fostering a healthy workplace. We will continue to deepen employee health care and participation mechanisms and integrate cross-departmental resources and data to promote health strategies that balance work and life. Our goal is to achieve the sustainable vision of happy work, healthy life. Building a professional occupational safety workforce HLC prioritizes the cultivation of occupational safety and health professionals. Each of our locations has a designated occupational safety and health manager and first aid personnel. We ensure that they have professional knowledge and on site emergency response capabilities through external training and certification exams. To encourage employees to obtain relevant certifications, the Company provides occupational safety and health certification allowances. A total of 21 employees receive monthly allowances corresponding to their respective level of occupational safety and health affairs supervisor certification, thereby increasing employees’ willingness to participate and strengthening workplace safety awareness. As of the end of 2025, we had 34 occupational safety and health managers and 35 first aid personnel. HLC continuously promotes occupational safety and health education and training by arranging for external training and refresher courses for relevant personnel, including occupational safety and health managers, first aid personnel, organic solvent operation managers, and dust operation managers. From 2022 to 2025, annual training hours increased from 334 hours to 820 hours, demonstrating the Company’s continued investment in professional occupational safety and health training and the results of employees’ active participation. These efforts strengthen the practical capabilities of occupational safety and health personnel and their ability to prevent and respond to occupational accidents, establish a more comprehensive safety protection network, and put the core value of a safe workplace into practice.
