Deepening Sustainable Governance, Implementing Responsible Management, and Creating Long-Term Value For HLC, 2025 was an important year in its journey toward the capital market. As the Company was officially registered on the Emerging Stock Board in September and continues to advance steadily toward listing, we deeply recognize that corporate responsibility extends beyond operating performance. We must promote corporate governance and information disclosure to higher standards. As stakeholders place increasing emphasis on ESG issues, HLC has integrated sustainability into its business decisions and day-to-day management. While creating corporate value, the Company is also committed to generating a positive impact on the environment and society. Environmental sustainability HLC actively promotes low-carbon mobility services and green operations. Using 2025 as the base year for greenhouse gas reduction, the Company has committed to reducing carbon emissions by 5% each year and has set a medium- to long-term target of achieving a cumulative 25% reduction by 2030 compared with the base year, progressively implementing carbon reduction management. The Company supports the green procurement policy. In 2025, the amount registered with the Ministry of Environment for green procurement reached NT$1.23 billion. Through preferential leasing programs for electric vehicles and low-carbon vehicles, the Company also helps corporate customers accelerate the transition of their means of transportation. Vehicles carrying environmental protection and energy conservation labels accounted for more than 40% of our fleet in 2025, and this proportion is expected to exceed 50% in 2026, demonstrating tangible results in the Company’s promotion of low-carbon transition. Social co-prosperity We firmly believe that talent is the most important asset for an enterprise’s sustainable development. Through the Talent Development Committee, the AI Empowerment Program, and a comprehensive education and training system, the Company continues to cultivate employees’ professional capabilities and future competitiveness. In 2025, employees completed more than 19,800 hours of education and training, averaging 21.5 training hours per employee. At the same time, the Company is committed to creating a friendly and happy workplace. In addition to providing benefits that exceed statutory requirements, the Company also introduced paid “Good Fortune Recharge Leave” and “Health Examination Leave” to encourage employees to balance work with physical and mental well-being. These efforts received multiple recognitions, including the HR Asia Best Companies to Work for in Asia Award, TTQS Bronze Medal, TCSA Talent Development Leadership Award, and the 1111 Job Bank Happy Enterprise Gold Award. In addition, the Company combines its core business resources with social contribution initiatives in areas such as education in rural and remote communities, support for disadvantaged groups, road safety, and environmental conservation. It also encourages employees to participate in volunteer services, with volunteer hours averaging 8.18 hours per employee, expanding social impact through the participation of all employees. G corporate governance HLC continues to enhance its governance systems and sustainability management mechanisms. In addition to establishing the Sustainable Development Committee, the Company also established the Audit Committee and Remuneration Committee, further strengthening the governance and oversight functions of the Board of Directors. We formulated the “Anti-Bribery and Ethical Corporate Management Best Practice Principles” and the “Procedures for Ethical Management and Guidelines for Conduct” to continue strengthening ethical governance and legal compliance and to implement the core values of sustainable business operations. In information security management, the Company passed the surveillance audit for ISO/IEC 27001:2022 Information Security Management System certification, ensuring the security of information assets and customer data. In supply chain management, the Company completed the formulation and implementation of the “Supplier Code of Conduct and Corporate Social Responsibility Commitment.” Existing suppliers representing 81% of the Company’s procurement value have completed signing the document, and all 11 suppliers newly added during the year have also completed signing. Through these efforts, the Company is gradually extending sustainability management to its supply chain partners. In addition, the Company completed its first independently prepared sustainability report in 2025 and obtained third-party verification, continuing to improve the quality and transparency of sustainability information disclosure. As the Company enters a new stage in the capital market, HLC will continue to strengthen the competitiveness of its core businesses on the foundation of steady operations and sustained profitability. The Company will deepen its deployment of smart mobility services and actively seize opportunities arising from digitalization and AI development to improve operating efficiency and service quality. At the same time, we will continue to enhance ESG governance, promote carbon reduction and transition, talent development, ethical management, and sustainable supply chain management. Through concrete actions, we will fulfill our commitment to corporate sustainability, respond to stakeholder expectations, and support the Company’s longterm and steady growth.
