The Company regularly examines the status of workplace safety at all locations and uses these assessments as a basis for continuous improvement to enhance the overall workplace safety culture. Occupational Health and Safety Governance HLC has an Occupational Health and Safety Committee, chaired by the President. It comprises nine members, including department heads and three labor representatives. The committee convenes quarterly, with four meetings held in 2024. The committee is responsible for reviewing, coordinating, and making suggestions about the progress of various occupational health and safety initiatives, and overseeing overall implementation effectiveness. All the Company’s employees can provide feedback and suggestions through the occupational health and safety email, hotline, labor representatives, or in-person visits. If necessary, these will be included for discussion and resolution by the committee. In terms of operational safety management, the Company's "Safety Job Rules" clearly state that when there is an immediate danger in the workplace, operations must be immediately stopped, and all workers, including contractors and other construction personnel, should evacuate to a safe location to protect lives and implement the safety management principle of prevention first. Risk Control for a Safe Workplace HLC conducts business hazard identification and risk assessment every two years across all departments and manages risks based on their severity levels. High-risk items require immediate countermeasures based on the principles of "elimination, substitution, engineering controls, administrative management, and personal protection" to identify the most appropriate solutions. We establish management and improvement measures for potentially risky operational processes to enhance overall operational safety. Furthermore, the Company emphasizes potential risks arising from various business activities. Through the formulation of relevant machinery regulations, standard operating procedures, and the implementation of work environment monitoring measures, we actively prevent and reduce the impact on personnel health and safety. Each operational location has trained and qualified occupational health and safety personnel responsible for environmental inspections, hazard identification, and promoting health and safety management. Through all employees’ participation, we implement the management philosophy of continuous improvement. To safeguard employees' life and health, the Company's safety and health regulations clearly stipulate the principle of workers' right to refuse unsafe work. This promotes a safety culture of "zero punishment, emphasizing reporting". Building a professional occupational safety workforce HLC prioritizes the cultivation of occupational safety and health professionals. Each of our locations has a designated occupational safety and health manager and first aid personnel. We ensure that they have professional knowledge and on-site response capabilities through external training and certification exams. To encourage employees to obtain relevant certifications, the Company provides an allowance for occupational safety and health licenses to increase participation and workplace safety awareness.
